Institutional Participation Agreement

Institutions confirm their agreement with these conditions when registering for each project.

Purpose of the CDER Data Collections

  • The Center for Distance Education Research Participation Agreement ("Agreement") is entered into between The Center for Distance Education Research ("CDER") and Participating Institution.
  • The CDER Data Collection is designed to analyze the extent to which students, faculty, and institutions engage in distance education activities.
  • The results of the CDER Data Collection will help identify aspects of distance education worthy of attention and discussion.
  • Participating Institution will provide CDER with required data collection information.

CDER Procedures and Safeguards

  • CDER may use aggregated data for national and sector reporting purposes and other distance education improvement initiatives.
  • CDER may make de-identified data available to researchers.
  • CDER may disclose the name of Participating Institution, but institutionally identifiable CDER data shall not be made public by CDER except by mutual agreement between CDER and Participating Institution, or in accordance with any applicable law.

Participating Institution Procedures and Requirements

  • Participating Institution shall provide to CDER a student population data file containing required information per data collection parameters. Data files must meet CDER-defined parameters for the target population of eligible students, as specified in the Population File instructions.
  • Participating Institution shall comply with CDER data collection preparation deadlines.​

Use of Student Data

  • Participating Institution shall provide CDER with the following personal information concerning its students, which shall constitute "Participant Information" for purposes of this Agreement:
    • Required: (1) IPEDS UnitID (2) Institution Name (3) Student ID number (NOT social security number) (4) Student Zip Code (from Permanent Mailing Address) (5) Student Gender (6) Student Race (7) Student Ethnicity (8) Student Date of Birth (MM/DD/YYYY) (9) Data Term (Fall, Spring, Summer) (10) Data Term Year (YYYY) (11) Student Level (UG, GR, Cert) (12) Student Program (13) Student Program CIP Code
  • The use of student data is regulated by the U.S. Family Educational Rights and Privacy Act ("FERPA"), which covers how educational institutions may share student data with outside organizations conducting research and assessment for the purpose of improving instruction.
  • CDER understands that Participant Information is subject to FERPA and will exercise due care in handling and processing student data.

Assignment. This Agreement shall not be assignable by either party without the prior written consent of the other party.

Force Majeure. Neither party shall be responsible or liable to the other party for nonperformance or delay in performance of any terms or conditions of this Agreement due to acts of God, acts of governments, wars, riots, fire, flood, or other causes beyond the reasonable control of the nonperforming or delayed party.

Limitation on Liability. Participating Institution agrees that CDER and its affiliates, employees, agents, and contractors, shall not be liable to Participating Institution for any claims, liabilities, consequential or incidental damages, costs, or expenses relating to this Agreement.
Entire Agreement. This Agreement constitutes the entire agreement between the parties regarding the subject matter described herein and supersedes any prior negotiations and agreements. This Agreement may not be modified or amended in any respect except by a written agreement executed by both parties. The terms and conditions of this Agreement shall extend to, be binding upon, and inure to the benefit of the heirs, administrators, representatives, executors, successors and assigns of the parties.
